In my humble opinion, the comment on “in depth expertise,” is precisely the point.
The
Foreign and Commonwealth Office has been gradually denuded of country
and regional specialists to the point that it no longer has long career
term dedicated regional specialists, only those that work in 2 to 3
year placements to support promotion elsewhere.
Do we have the linguistics and deep local understandings to truly merge into their mindsets? We did. Sadly. Not now?
It is not a question of the UK’s size etc. It’s more a question of allocation of strategic resources.
Ignorance leads to mistaken policy.
The
allocation of legally stipulated funds to a separate Department for
International Development was the final catalyst in this process.
Only the Universities and some business specialists have the possible human resources nowadays and they need to be tapped.
